For troops at war, relief arrives in a package of video games

In the early months of 2012, a soldier from the?Indiana National Guard's 713th Engineer Company stationed?in Afghanistan sent a note asking for help:

My unit and I just suffered a HORRIFIC loss in just the first nine weeks of a 12-month tour out in Afghanistan, so I was hoping that a care package from you guys would help ease the pain a little for the guys that are still here in the fight.?

I was in the 8th truck; five soldiers were in the 3rd truck of our convoy. We were all out on a mission when they ran over an IED [improvised explosive device]. We were able to save one of my soldiers in that truck. THANK GOD FOR THAT!

The soldier,?hoping?to help his team?recover from the tragedy???which occurred during what one official called a "very important" but "extremely dangerous" mission???knew what was needed:

  • 2 extra PS3 controllers
  • 2 extra Xbox controllers
  • Computer games
  • External hard drive
  • Gaming mouse

His request was answered.?The video?game-filled?care package that eventually arrived came from a non-profit called?Operation Supply Drop.?OSD,?as it's known, was started two years ago by?Captain Stephen "Shanghai Six" Machuga, a former Army?Airborne Ranger who had served eight years in the?Army, including a 13-month stint in Iraq.

Machuga has transformed?the basement of his Washington, D.C.-area?home into a kind of warehouse for donated video games and gear. On?his website, he takes requests from soldiers stationed overseas?while?he, his wife and a few volunteers?try to send out?the requested games and equipment?as quickly as?possible.?

On Saturday,?OSD hosts its?"8-Bit Salute to Veterans"???a nationwide?video game donation drive designed to raise video?games, game equipment and funds to send to troops in Afghanistan as well as to veterans recovering at?Walter Reed National Military Medical Center.?

Army?Sgt.?Chaene Kingrey ??who spent a year in Afghanistan as well as a year in Iraq???is another recipient of one of Machuga's packages. Up in the northern Laghman Province of?Afghanistan,?he and his three-man?team worked 12-hour days, their base?taking incoming fire just about every other day.

"You really cannot put into words how they helped," he told NBC News in an email interview.?"It helped me a lot coping with everything.?There were many times where stress was building, but after sitting down and playing a couple of games it just reminded me of home."

Foot?powder, cookies and Harlequin novels
It was Machuga's?own experiences serving in Iraq that inspired him to find a way to get video?games to troops working in some of Afghanistan's?toughest locales.

He said that when he was in Iraq,?"we would get care packages from well-intended church groups and knitting circles, but it was spotty at best.?Foot powder gets packed in with cookies and you get foot powder-flavored cookies."

The problem is,?well-meaning donors often just?don't understand what the troops really need, he said. For example, his?infantry company once?received a large donation?from a library???it was?a crate?full of third-hand Harlequin romance novels. This for a bunch of?18- to?25-year-old guys.

"We did end up getting some use out of them," Machuga?admitted. "As targets on the confiscated weapons range."

As an avid gamer himself, he knew just how enormously helpful?something a bit more ... interactive ... could be.

"Nothing made that 13 months (in Iraq)?fly by more than video gaming," he said. "It absolutely took my mind off where I was, what I was doing, and gave me a taste of home."

Video games to the rescue
In the past two years,?Machuga has sent 25 video video game care packages?to places like?Nasiriyah, Iraq?and?Kandahar,?Afghanistan and another six are heading?out to Afghanistan for Veterans Day. Each package includes?about $1,900-worth of games and hardware.

"Folks who have received our care packages and are used to the regular wool socks and tins of cookies are absolutely shocked stupid when one of our care packages full of thousands of dollars of video games shows up at mail call," Machuga said. "It genuinely raises the morale of an entire platoon/company."

Kingrey agreed.?"Being able to just sit down and play video games you like with people you're deployed with is among the best things you can do while overseas."

To give you an idea of the kinds of places these games are going, one care package was?on its way to a base in?Helmand, Afghanistan, when an?improvised explosive device (IED) hit the?mail convoy carrying it. Everyone was OK but the vehicle ? and the care package ??was destroyed.

Machuga?believes games can help soldiers be more?optimistic and more resilient while serving in stressful situations as well as help them deal with with the effects of?post-traumatic stress disorder when they come?home. That's why he has extended the program to patients at Walter Reed.

"I for one had a little trouble adjusting when I got back home," he said. "Every trash pick day for a?while made my nerves jangle. I would have trouble driving down the street, looking for wires coming out of them and expecting one of them to blow up."

8-Bit Salute to Veterans
While many?game developers and publishers both big and small?have been very supportive of Operation Supply Drop, donating games and?equipment?for the troops, the demand outstrips the need. Saturday's?"8-Bit Salute to Veterans" events are being held in cities across the United States to help?raise funds for and collect video games and consoles to be sent to U.S. troops and veterans.?(For locations and more information?about what's happening at each location and how to donate, check?this link.)?

Donations of games and?cash are welcome. Cash will cover shipping, handing and insuring of 70 pounds of games and gear being flown to the other side of the planet, and will be used to fill game requests they don't have.

And if you're wondering what kind of games our troops?most frequently request???the answer may (or may not) surprise you. Machuga explains that, yes,?people who are getting shot at for a living really do?find relief in?playing games about getting shot at.

"First-person shooters," Machuga said. "That's right, every single, and I mean every?single wish list has a request for the latest Call of Duty, Battlefield or Halo, and usually all three."

Lawfare ? Counterterrorism Legal Policy in Obama's Second Term

One important consequence of President Obama?s re-election will be the further entrenchment, and legitimation, of the basic counterterrorism policies that Obama continued, with tweaks, from the late Bush administration.? We will have four more years of a Democratic president presiding over military detention without trial, military commission trials (at least for the 9/11 conspirators, if not for more), broad warrantless surveillance, drone strikes around the globe, and covert war more generally.? These policies will of course be scrutinized by the many watchers of the presidency.? But they will receive less pushback than they would have received under a republican president.? Not only does the public generally trust the former constitutional law professor and civil liberties champion more than a republican president to carry out these policies (this is the Nixon going to China phenomenon).? But in addition, many on the left (in Congress and the NGO community, and perhaps the press) who might otherwise be uncomfortable with these policies will give President Obama a freer hand than they would a republican president.? The paradoxical bottom line: aggressive counterterrorism policies will, as a general matter, become more entrenched as a result of Obama?s election, compared to a Romney presidency.

One objection to this conclusion is that President Obama ? more focused on his historical legacy, freed from re-election worries, and less concerned about negative political consequences of counterterrorism policies he deems appropriate ? will seek to change course on counterterrorism policy.? He is already getting pressure to do so from various quarters. ?But I doubt that these pressures will lead to large changes in policy.

As I have argued before, these pressures might well lead President Obama to release as many GTMO detainees as possible (e.g. the Yemenis technically cleared for transfer), when (and if) the security situation permits.? Whether his administration will continue to push (in the face of congressional opposition) to close GTMO and ramp up civilian trials of GTMO detainees is a harder call, I think.? I am sure it wants to do this, all things equal.? But I don?t think Congress is going to back down in its opposition to these initiatives, I don?t think the President is going to disregard congressional restrictions in this area, and I don?t think that a large-scale fight on this issue with Congress will be consistent with the administration?s other political goals.? That said, the President clearly wants to avoid responsibility for GTMO remaining open after eight years in the oval office, so I think he will continue to disagree with Congress nominally on the issue so that he can later say that he tried his best.

Change could also come on two other issues in the second term.? The first is the drone program.? By all accounts the U.S. government continues to ramp up reliance on drone intelligence and fire to control terrorist threats around the globe.? As John Bellinger has documented, political and legal opposition to this program from around the globe, sometimes strident, is growing.? It will be interesting to see how the Obama administration deals with this.? Will it tone down reliance on drones in response to these pressures? ?Will drones become Obama?s GTMO? ?If the administration tones down its drone use (which I doubt it will do), what will it substitute to control terrorist threats?

The second issue concerns extra-AUMF threats.? As we have often discussed on this blog, and as Bobby has best documented, terrorist organizations that threaten the United States are increasingly difficult to fit under the AUMF rubric.? This raises the question whether the President needs renewed and expanded AUMF authority, and what that authority might look like.? I expect the Obama administration is of two minds about this.? On the one hand it is increasingly bumping up against the limits of the AUMF and coming to the point where it will need to rely on less certain (and legally less attractive) Article II authorities to keep the country safe.? On the other hand it does not want the legacy of seeking and signing a new AUMF that puts the ?war on terror? on a broader and more permanent foundation.? I am not at all sure how this will turn out. ?The answer will likely depend on whether the new threats successfully attack U.S. interests.

Cash for Grades: Good Idea or Bad Parenting? : Portland Family ...

Pig with books and diplomaIf you ever want to start a lively discussion among parents, ask them what they think about paying kids for good grades or for excelling at a sport. Then sit back and listen to the heated banter.

Most parents seem to fall squarely into one camp or the other. Some feel that money is a great motivator and a realistic indicator of how the real world works. For others, paying for grades sends the message that money speaks louder than the value of a job well done.

And for some students, getting paid can be a huge incentive, driving them to accomplish something that they weren?t motivated to do on their own. For others, money just isn?t a motivator and no amount of cash reward is going to make them do what you want them to do.

Use care when making promises

Janet Bodnar, author of??Raising Money Smart Kids? and the ?Money Smart Kids? column on kiplingers.com, recommends first trying a non-monetary reward such as a special dinner, lots of praise or favorite dessert.

If parents want to pay, she recommends trying a temporary monetary promise. ?Tailor the monetary reward to a specific situation, say one grading term, to get a grade up.? But she cautions parents to take an active approach when doing this.??Go to the teacher and see if they need more help, go over the homework every night, show them that it?s not just a dollar sign floating out there but something that you?re in together,? she advises.

Parents who are opposed to paying point out that just as we teach our children good manners and kindness, we also need to teach them the value of a job well done. Getting good grades, in their view, is a natural expectation, not something you get rewarded for.

Another consideration is that kids are less likely to work creatively when offered money, performing for a grade rather than trying something new or taking on a challenge. And some students have true learning disabilities that no amount of money can change. In fact, it could do more harm to teetering self-esteem.

When to consider paying

But while most experts caution against paying for grades, parents who have tried it are often amazed at the results. It can work particularly well if your child is close to reaching a goal but needs an extra push. ?I offered my daughter money as an incentive to get straight A?s,? said Karen Weiler, parent of two daughters. ?I knew it was a reachable goal and I wanted her to see that she could do it. And she did.?

Joelle Masolowski, a mother of two boys agrees. ?We give the kids money for a straight-A report card. It?s more as a reward for demonstrating hard work, responsibility and effort. They don?t expect it ? it?s just a treat for a job well done.?

And while $20 may seem like a lot to shell out, it?s cheaper than hiring a tutor. For older kids, it could even get them scholarships in the long run.

What about sports?

In today?s world of competitive sports, money speaks a strong language at any level. Spend some time at a youth athletic competition and you?ll see parents shelling out for making baskets, scoring goals or runs or reaching a particular score.

Dr. John Mayer, an adolescent psychologist and president of the International Sports Professionals Association, cautions against this. ?Paying for performance doesn?t teach responsibility, motivation, focus, desire, passion or even skill development,? he says. ?Great athletes will tell you that they developed outstanding skills by putting in the extra time without anyone rewarding them. They were intrinsically motivated to succeed.?

Bodnar agrees. ?Sports are a voluntary activity. If parents feel they must offer a reward, tie it to a very specific situation.?

Mary Beth Moore, parent of three, has also seen the other side of those rewards. ?My kids have been on sports teams with kids who were monetarily rewarded for baskets in basketball and it was horrible! They never passed the ball because they were only focused on making a basket.?

However, done in moderation, Masolowski has found that paying her boys when they do well in hockey gives them a huge boost. ?We?ve given them money for scoring four or five goals in a game. But we?re also big on promoting the team aspect of sports. Sometimes passing, playing your position and defending your goal are more important to your team than scoring.?

As with all aspects of parenting, every child and every situation is different. Bodnar reminds any parent who is considering using money to motivate, ?Reward the effort, not the results.?
